INVITATION TO BID
Sealed Bids. Harris County is accepting sealed bids for Ellerslie Park Driveway Improvements until 11:00 AM on Thursday, August 30, 2018, at the Harris County Board of Commissioners’ Office, 104 North College Street, Hamilton, GA 31811 at which time and place they will be publicly opened and read aloud. Bids are to be sent to the attention of County Clerk. Any proposal received after said time and date will not be considered by the Owner. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days.
Pre-Bid Meeting. A pre-bid meeting will not be required.
Scope of Work. Work to be done shall consist of providing all labor, tools, materials, equipment, etc., necessary to construct the road and storm drainage improvements as shown on construction plans. More specifically, the work shall consist of traffic control, clearing and grubbing, erosion and sediment control, grading for road/parking lots and storm drainage construction, ±11,000 SY of 8″ thick aggregate base for road and parking lot construction, installation of ±750 LF of 18″ and 24″ RCP drainage pipes and associated structures; and all other appurtenances necessary to complete the project in accordance with the specifications and construction drawings. The work will be awarded in one (1) contract with a construction contract time of 45 consecutive calendar days.
Specifications and Contract Documents. The specifications and contract documents will be available for public viewing at the Harris County Board of Commissioners’ office and at Carter & Sloope, Inc.’s Canton office. Bid copies MUST be obtained from CARTER & SLOOPE, INC., 1031 Stonebridge Parkway, Watkinsville, GA 30677 (phone 706-769-4119, fax 706-769-4546) upon payment of $100.00 (non-refundable). Proposals will not be considered by Owner unless the Bidder is on record with Carter & Sloope, Inc., as having purchased and received a complete set of bidding documents.
Pre-Qualification of Bidders. Pre-qualification may be required of bidders prior to the award of contract. At the Owner’s request, detailed written evidence such as financial data, bonding capacity, previous experience, present commitments, and other such data that may be necessary to assist Owner in determining contractor’s qualifications.
Bonds. Bids shall be accompanied by a bid bond or certified cashier’s check in an amount not less than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with an “A” minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of “Best’s Key Rating Guide Property Liability”. Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a “Power of Attorney” authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond.
Reservation of Rights. Owner reserves the right to reject any or all bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional bids and to reject the bid of any bidder if Owner believes that it would not be in the best interest of the project to make an award to that bidder, whether because the bid is not responsive or the bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
