SEALED BIDS. Harris County is accepting sealed bids for Rails to Trails Phase II (LWCF) & Phase III (RTP) until 1:00 PM, Tuesday, August 27, 2019, at the Harris County Board of Commissioners’ Office, 104 North College Street, Hamilton, GA 31811 at which time and place they will be publicly opened and read aloud. Bids are to be sent to the attention of County Clerk. Any bid received after said time and date will not be considered by the Owner. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days. Bidder shall submit an original and one copy of the bid.
PRE-BID MEETING. A pre-bid meeting will be held at the Harris County Board of Commissioners’ Office, 104 North College Street, Hamilton, GA 31811 at 1:00 PM on Tuesday, August 13, 2019. Representatives of the Owner and Engineer will be present to discuss the project and addressed any questions or clarification requests. Bidders are encouraged to attend the meeting, but attendance is NOT mandatory.
SCOPE OF WORK. Under this project, the Contractor must furnish the labor, tools, materials, equipment, etc., necessary to install the trail as shown on the construction plans. More specifically, the work shall consist of grading for the trail path, ±3,916 TONS of aggregate base for trail and shoulder construction, ± 802 TONS of asphalt for a 10-foot wide, 8,725-foot long trail along an abandoned railroad bed; and all other appurtenances necessary to complete the project in accordance with the specifications and construction drawings. Time allotted for completion of work is 150 consecutive calendar days. All work shall be completed in accordance with the plans and specifications. The work will be awarded in one (1) contract. The GDOT Standard Specifications, 2013 Edition, GDOT Supplemental Specifications Book, 2016 Edition, and applicable special provisions and supplemental specifications apply to this project.
PLANS, SPECIFICATIONS & CONTRACT DOCUMENTS. The plans, specifications and contract documents will be available for public viewing at the Harris County Board of Commissioners’ office. Bid copies MUST be obtained from CARTER & SLOOPE, INC., 115 Woodland Way, Suite 120, Canton, GA 30114 (phone 770-479-8782, fax 770-479-1884) upon payment of $200.00 (non-refundable). A Bidders proposal will not be considered by Owner unless the Bidder is on record with Carter & Sloope, Inc., as having purchased and received a complete set of Bidding Documents.
PRE-QUALIFICATION OF BIDDERS. Pre-qualification is required of Bidders prior to the award of contract. Bidders submitting a bid of $2,000,000.00 or less must be either a pre-qualified contractor or a registered subcontractor with DOT. Bidders submitting a bid in excess of $2,000,000.00 must be pre-qualified with GDOT.
BONDS. Bids shall be accompanied by a bid bond or certified cashier’s check in an amount not less than 5% of the base bid. All bonds shall be by a surety company licensed in Georgia with an “A” minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of “Best’s Key Rating Guide Property Liability”. Performance and Payment Bonds, each in an amount equal to 100% and 100%, respectively, of the contract price shall be required of the successful Bidder if contract is awarded. Each Bond shall be accompanied by a “Power of Attorney” authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond.
PERMITS. No permits will be required on this project. If the status of any of these changes, the permit will be obtained by the Owner prior to issuing the Notice to Proceed. The status of each permit is as follows:

RESERVATION OF RIGHTS. Owner reserves the right to reject any or all bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional bids and to reject the bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
