REQUEST FOR BIDS: AIRPORT PERIMETER SECURITY & WILDLIFE FENCING
Sealed bids for the installation of perimeter security and wildlife fencing at the Harris County Airport in Pine Mountain, GA, will be received by Harris County Board of Commissioners in the Commissioners’ Office, 104 North College Street, Hamilton, GA 31811, until 2:00 PM on Thursday, December 21, 2017, after which they will be immediately thereafter publicly opened and read aloud.
Bids must be in a sealed envelope, addressed to Harris County Board of Commissioners, Attn: Nancy McMichael, County Clerk, 104 North College Street, PO Box 365, Hamilton, GA 31811-0365. Bid envelope must be marked “Bid for Airport Fencing.” Bids must be accompanied by a certified check or acceptable bid bond in an amount no less than five percent (5%) of the bid and made payable to Harris County Board of Commissioners. Bids must be made out on the separate bid form furnished with the Contract Documents in accordance with the instructions in the Instructions to Bidders. No interlineations, additions or deletions shall be made in the bid form by bidder.
Bid shall include the furnishing of all labor, materials, equipment, and all things necessary pursuant to Drawings, Specifications and Conditions for installation of the perimeter security and wildlife fencing (the “Project”). This project is to comply with the requirements of the FAA Civil Rights office for Disadvantage Business Enterprise Program.
The Project generally includes localized clearing and grading, fencing installation, manual gate installation, and automatic motorized gate installation with associated electrical.
Contract documents are available for review at Harris County Board of Commissioners, 104 North College Street, Hamilton, GA. A complete set of documents may be obtained from the engineer, Cara Scharer, PE, Pond & Company, by contacting 678-336-7740 or scharerc@pondco.com. A non-refundable deposit of thirty dollars ($30) is required for each set of hard copy documents or fifteen dollars ($15) for a CD of PDFs.
A mandatory pre-bid meeting will be held at 11:00 AM, Thursday, December 7, 2017, at the Terminal Building of the Harris County Airport located at 789 Sky Meadow Drive, Pine Mountain, GA 31822. Questions may be submitted to the engineer, Cara Scharer, PE, Pond & Company, at scharerc@pondco.com until 5:00 PM, Friday, December 15, 2017.
Successful bidder shall be required to provide a contract Performance Bond and Payment Bond, each equal to 100% of the contract price, with the terms and surety to be approved by Harris County; and furnish satisfactory proof of carriage of the insurance required.
Harris County reserves the right, with or without notice or cause, to accept any bid regardless of the amount thereof; to reject any or all bids; to waive or insist upon formal requirements; to reject all bids and to call for additional bids upon the same or different invitation to bid, Plans and Specifications; to be the sole judge, in its discretion, of all questions as to whether or not a bid complies withe Invitation to Bid, the Plans or the Specifications, and as to the qualification of a bidder to perform the contract.
Bidders shall inform themselves concerning Georgia laws and comply with same. Bidders shall inform themselves of and comply with the following regulations:

- Foreign Trade Restriction (DOT Regulation 49 CFR Part 30)
- Davis Bacon Act (DOL Regulation 29 CFR Part 5)
- Affirmative Action to Ensure Equal Employment Opportunity (Executive Order 11246 and DOL Regulations 41 CFR Part 60)
- Government Wide Debarment and Suspension and Government Requirements for Drug-Free Workplace (DOT Regulation 49 CFR Part 29)
No bidder may withdraw bid within 120 days after the actual date of the opening thereof. The successful bidder shall commence work with adequate force and equipment on a date to be specified in a written order of the engineer and shall complete the work within 120 consecutive calendar days.
