The Harris County Board of Commissioners approved for the county’s Water Works Department to participate in the Low Income Household Water Assistance Program (LIHWAP). This public assistance program is operated by Enrichment Services Program Inc., a Community Action Agency, and helps low-income households that have county water service pay for water and sewer bills for their homes.
